She was always 10% for weight and 90% for height, so very tall and skinny. I just went to walmart and bought the smallest panties they had. I think they started in size 2-3...and they were baggy...but once you put on clothes is doesn't seem to matter. Also, I washed them and tried to shrink them. Maybe that will help...
